This Resolution is composed of 12 Sections divided into 189 articles. Fundaments and criterions for land and real estate valuation, rent value and valuation committees are dealt with Section I. Free disposal over lands and immovable or the symbolic rent is provided for in Section II. Free disposal over designated lands and built immovable is given in Section III. Rules for sale or rent of the State’s agricultural lands (sect. IV). Section V refers to desert lands. Provisions and rules for sale and rent by auction (sect. VI). Rules and provisions for sale instalments (sect. VII).

This Resolution consists of 3 Chapters divided into 13 articles: Establishment and objectives (I); management and internal organization of the Authority (II); Authority’s Resources and incomes (III). The Authority shall possess juridical personality (art. 2). The Headquarters of the Authority shall be in Sana’a (art. 3). The objectives of the Authority shall be: economic, cultural and social development of the Yemeni Islands; cooperation with other Authorities in encouraging internal and external tourism investment (art. 3). The Authority shall be administered by a board (art. 5).

This Resolution consists of 4 Chapters divided into 27 articles: Appropriation circumstances (I); Appropriation arrangements and administrative arrangements (II); Estimation Committee (III); General provisions (IV). Ministries, Authorities, Departments and Public Establishments can appropriate Real Estate and land for public benefit according to this Law (art. 1). Article 4 deals with the appropriation by mutual consent. Legal appropriation is dealt with in articles 5-9. The temporary confiscation of land is provided for in articles 10-13.

This Resolution is composed of 37 articles. Terms and definitions are given in article 1. Lands shall be divided into 3 parts: public lands, private lands and endowment lands (art. 2). There shall be two systems for land registration: individual and corporate body (art. 3). The inheritance right shall be written if it includes a land (art. 10). Rent contracts which exceed 5 years shall be registered in the appropriate newspaper (art. 13). Articles 20-26 deals with dispute settlements. The Prime Minister shall issue the Regulation for registration fees (art. 33).

هذه الخطوط التوجيهية هي أول صكّ عالمي شامل خاص بالحيازات وإدارتها يُعدّ من خلال مفاوضات حكومية دولية. وتضع هذه الخطوط التوجيهية مبادئ ومعايير مقبولة دولياً للممارسات المسؤولة لاستخدام الأراضي ومصايد الأسماك والغابات وللتحكّم بها. وهي تعطي توجيهات لتحسين الأطر القانونية والتنظيمية والمتصلة بالسياسات التي تنظّم حقوق الحيازة ولزيادة شفافية نظم الحيازة وإدارتها ولتعزيز القدرات والإجراءات التي تتخذها الأجهزة العامة ومؤسسات القطاع الخاص ومنظمات المجتمع المدني وجميع المعنيين بالحيازات وإدارتها.
