    This Action Plan on Prevention and Control of Soil Pollution is a cross-sectoral Plan issued by the State Council regarding prevention and remediation of soil pollution to comprehensively improve the nation’s soil quality by the mid-21st century.The coverage of the Plan is national. China’s soil quality is facing severe challenges, due to adverse natural conditions in some regions, as well as anthropic factors including irrational mining and agricultural activities and fast urbanization. The soil contamination has drawn great concern of agricultural product safety and public health.

    These Measures, consisting of 31 articles, aim to regulate the administration on collection and use of compensation fees for water and soil conservation, promote water and soil erosion control work and improve the ecological environment. Compensation fees for water and soil conservation shall be collected from production and construction entities and individuals who damage to soil and water conservation facilities and landscape vegetation in the mountainous area, hilly area and other areas determined in the soil and water conservation planning.

    These Measures, consisting of 23 articles, provide for the rules and requirements for rural residential land administration.The term "rural residential land" as mentioned in these Measures refers to the land that rural residents have acquired through legal procedures for the construction of residential housing. Rural residential lands are collectively-owned. Rural residents have the right to use the rural residential lands, and do not have the ownership thereof. The ownership and the right of use of the house sites are protected by law.
