   Land consolidation is a highly effective land management instrument that allows for the improvement of the structure of agricultural holdings and farms in a country, which increases their economic and social efficiency and brings benefits both to right holders as well as to society in general. Since land consolidation gives mobility to land ownership and other land rights, it may also facilitate the allocation of new areas with specific purposes other than agriculture, such as for public infrastructure or nature protection and restoration.

   This Decision approves the inventory list of the immovable State properties administered by the drainage boards that will be transferred to the administration of the Ministry of Agriculture, Food and Consumer Protection. There are 16 drainage boards with a total of 795 inventory sheets and 11 957 properties.

   Decision No. 139 of 2012 supplements the Council of Ministers’ Decision No. 502 of 2011 on the uniform regulations regarding the control of the territory development. The supplements add several requirements in the application for construction permits and amend their applicable deadlines.

   Decision No. 213 dated 31.3.2010 approving the composition of the national committee of spiritual cultural heritage.

   The National Committee of the Spiritual Cultural Heritage is chaired by the Minister responsible for the cultural heritage and is composed of designated authorities from the Ministry of Culture, National UNESCO Committee, and Ministry of Foreign Affairs. Meetings are called not less than four times a year. The Ministry of Culture is responsible for the regulation implementation. This Decision repeals the Decision No. 723 dated 14.5.2008 of Council of Ministers on the composition of the National Committee of the Spiritual Cultural Heritage.

   This Decision lays down provisions governing the collection and management of appropriation acts carried out during property restitution and compensation procedures. The Decision is composed of the following two Parts: I) Collection of acts; II) Administration of acts. The Committee for Restitution and Compensation of Property is responsible for the enforcement of this Decision.

   Decision No. 264 establishing the drainage boards in the areas of Tirane-Kavaje, Korce-Pogradec and Vlore-Sarande.

   This Decision sets up the drainage boards in the service areas of Tirane-Kavaje, Korce-Pogradec and Vlore-Sarande. The areas served by these boards are described in detail in the annexes attached.

   Decision No. 452 of 17 October 1992 on the reconstruction of agricultural cooperatives.

   This Decision concerns the reconstruction of agricultural cooperatives. It consists of 12 articles providing for the distribution of the agricultural lands between cooperatives. It states that these lands must be given to the families of the agricultural cooperative members. Land leasing shall be allowed when these members are citizens. It specifies the measures to be applied in order to calculate land surface, limits, duration of concession, competent authorities entitled to perform this activity, the use of the money gained from the sale.
