This Act, consisting of 411 articles divided into 27 Chapters, establishes composition, duties and responsibilities of the Local Government. It specifies implementation of government affairs which will be carried out by the local government as well as related legislation according to the principles of autonomy and assistance with the broad autonomy within the system and the principles of the Republic of Indonesia as defined in the Constitution of the Republic of Indonesia Year 1945.

This manual provides a comprehensive set of criteria and indicators (C&I) for sustainable forest management based on CIFOR’s research. This research was conducted by interdisciplinary teams of experts in large-scale natural forests managed for commercial timber production in Indonesia, Côte d’Ivoire, Brazil and Cameroon, with additional sites in Germany, Austria and USA. The use of the term ‘generic template’ for these C&I is intended to prevent them being confused with an ideal and universally applicable set of C&I.

Since President Soeharto stepped down, decentralization has offered a better governance system for this nation of more than 220 million people of varied ethnic groups spread over more than 15,000 islands. Despite its potential, implementation of decentralization has been riddled with unexpected problems. Decentralization turned out to have created problems, ranging from conflicts among people who refused regional fragmentation, conflicts between newly-created districts and the original, larger district from which they were created, and between local and central government.
