    This Act regulates the (grant of) administration of real and personal estates of deceased persons, minors and persons under curatorship and of derelict estates. The Act also places restrictions of the disposal of such estates and provides for registration of documents and the handling of disputed claims. The Minister shall appoint Masters, Deputy Masters and Assistant Masters for purposes of grant of letters of administration.

    The Contracting States, in the belief that objectives set out in the Preamble would be better achieved by amending the 1968 Algiers Convention on the Conservation of Nature and Natural Resources by expanding elements related to sustainable development, have agreed on measures to enhance environmental protection, to foster the conservation and sustainable use of natural resources; and to harmonize and coordinate policies in these fields with a view to achieving ecologically rational, economically sound and socially acceptable development policies and programs for the Convention area.

    An Act to provide for the establishment of the Agricultural Credit Board and assistance to farmers by the Board. The Board is established under section 2. The Minister may establish Agricultural Credit Committees for one or more magisterial districts or portion of district. The Committees shall advise and assist the Minister or the Board. Assistance shall consist of a loan or selling or letting of immovable property. Immovable property may be acquired for farming purposes or sold by the State if the property is not suitable for farming purposes.

    The Agricultural Credit Account, kept in terms of section 20A of the Agricultural Credit Act (here repealed), continues to exist despite the repeal of that Act and is to be called the Agricultural Debt Account. Any agreement which is still in force immediately before the commencement of this Act and which directly or indirectly relates to a debt, remains a legally binding agreement and is enforceable as despite the repeal of any legislation under which or as a result of which that agreement was concluded.

    The Heading of section 9 now reads: "Registration and filing of documents and exemptions". Subsection (1) now reads: "Despite the provisions of any other Act, a mortgage bond, agreement, consent, authorisation or other document tendered for the purposes of this Act at any deeds register for registration or filing, may be prepared, executed and attested by an officer of the department.".

    Despite the repeal of the Agricultural Debt Management Act, 2001, the provisions contained in sections 2, 7, 8(1), (2) and (3) and 9 of that Act remain in force until all agreements referred to in that Act have been terminated and the debt associated with those agreements have been recovered or otherwise extinguished. The repeal of the Agricultural Debt Management Act, 2001 does not affect any rights of the State to collect the debts referred to in that Act.

    This is a judgement in the Land Claims Court which concerned the validity of land claims lodged under The Restitution of Land Rights Amendment Act 15 of 2014. This act was an amended version of the Restitution of Land rights Act 22 f 1994 which differed by extending the time frame for persons, descendants, or communities who were disposed of land after 1913 to lodge land claims.  Previously the cut-off date under the 1994 to lodge claims was 31st December 1998. Under the 2014 Act, claims could up lodged from the passing of the act until 30 June 2019.
