    The present Regulation implements the Crown Lands Act (Chapter C340). Section 2 establishes that no person shall graze livestock on Crown land except under the authority of: a) a lease under the Agricultural Crown Land Leases Regulation or b) a permit issued by the director under this Regulation.     The present Regulation implements the Conservation Agreement Act (Chapter C-173). It consists of 1 sections and 2 Schedules. Schedule A concerns the conservation agreement which allows landowners and conservation organizations to enter into agreements for the purposes of a) the protection and enhancement of natural ecosystems or their components, b) the protection and enhancement of wildlife or fisheries habitat, or c) the protection and enhancement of plant or animal species. Schedule B relates to the Notice of intent to file a caveat.

    Under this Act, a conservation agreement is written agreement between a landowner and a holder that creates a conservation interest in land, a conservation interest is an interest that imposes one or more restrictions on the use of land for the protection and enhancement of natural ecosystems, wildlife and fisheries habitat and plant or animal species. The Act prescribes the terms of conservation agreements and provides for registration of agreements as well as for the solution of disputes that may arise on the implementation of agreements.

    The purpose of this Act is to provide for the conservation, control and prudent use of resources through the establishment of conservation districts, and to protect the correlative rights of owners (sect. 2). The Act continues the Conservation Districts Commission and regulates its operation and functioning. The Act defines the procedure for the establishment of conservation districts and provides for the management of each district by a dedicated board and regulates the operation of such boards.

    The present Act implements the Conservation Districts Act (C-175). In particular, it refers to section 3 dealing with the Conservation Districts Commission.Subject to the approval of the Commission are: a) drainage improvement, development and maintenance; b) flood control; c) soil conservation; d) water conservation; e) recreation development; and f) such other programmes of resource conservation and development as the board may deem.
