The Economics of Land Degradation (ELD) initiative seeks to develop a science basis for policy actions to address land degradation. The purpose of this chapter is to provide with a conceptual framework and sound and feasible methodological standards for ELD assessments at global and national levels. Only if some basic standards are identified and adhered to, comparative assessments can be conducted between countries and useful aggregation of findings, based on these case studies, can be achieved.

The impact of climate change on drought main characteristics was assessed over Southern South America. This was done through the precipitation outputs from a multi-model ensemble of 15 climate models of the Coupled Model Intercomparison Project Phase 5 (CMIP5). The Standardized Precipitation Index was used as a drought indicator, given its temporal flexibility and simplicity. Changes in drought characteristics were identified by the difference for early (2011-2040) and late (2071-2100) 21st century values with respect to the 1979-2008 baseline.

The forum did not avoid identifying hurdles, most of which stem from conflicting rights and interests, that hinder cooperation to rapidly secure the rights to a healthy life for present and future generations.
