    The Agricultural Credit Account, kept in terms of section 20A of the Agricultural Credit Act (here repealed), continues to exist despite the repeal of that Act and is to be called the Agricultural Debt Account. Any agreement which is still in force immediately before the commencement of this Act and which directly or indirectly relates to a debt, remains a legally binding agreement and is enforceable as despite the repeal of any legislation under which or as a result of which that agreement was concluded.

    The Heading of section 9 now reads: "Registration and filing of documents and exemptions". Subsection (1) now reads: "Despite the provisions of any other Act, a mortgage bond, agreement, consent, authorisation or other document tendered for the purposes of this Act at any deeds register for registration or filing, may be prepared, executed and attested by an officer of the department.".

    Despite the repeal of the Agricultural Debt Management Act, 2001, the provisions contained in sections 2, 7, 8(1), (2) and (3) and 9 of that Act remain in force until all agreements referred to in that Act have been terminated and the debt associated with those agreements have been recovered or otherwise extinguished. The repeal of the Agricultural Debt Management Act, 2001 does not affect any rights of the State to collect the debts referred to in that Act.

    These Regulations amend the Land Survey Regulations by inserting a new table of contents and in regulations, 1, 4, 10, 11, 13, 19, 20 and 21. The amendments mainly concerns methods of measurement and survey, procedures for temporary and final approval of a survey by the Surveyor-General and connection of a survey to the National Co-ordinate System.

    These Regulations amend the principle Regulations by providing for procedures for the submittal of claims in accordance with item 12 of Schedule to of the Mineral and Petroleum Resources Development Act. These claims regard compensation of expropriated property. The newly inserted regulation prescribes method and procedures of submittal.

    These Regulations amend the Regulations made under the Sectional Titles Act, 1986 with respect to a wide variety of matters including: sectional mortgage bonds; forms for certificates and other documents issued or made under the Act; management rules set out in Annexure 8; and registration of documents. They also insert new provisions on: replacement of a schedule for a lost or destroyed schedule of servitudes and conditions referred to in section 11(3)(b) of the Act; and replacement of documentation referred to in section 25(2) of the Act.

    This By-Law made under the Spatial Planning and Land Use Management Act, 2013, applies to all land within the geographical area of the Ndlambe Municipality, including land owned by the state. The By-law shall, in case of conflict, in principle prevail over other legislation. The By-law requires a municipal spatial development framework to be made and provides with respect its preparation and public participation procedures. The Municipality may also adopt a local spatial development framework for a specific geographical area of a portion of the municipal area.
