    The purpose of this document is to promote a dialogue about land issues between FAO and its member countries, indigenous peoples, the Permanent Forum and other interested organizations. It outlines a number of basic principles of a methodological approach for indigenous peoples’ territorial recognition, starting from the consideration that a simple legal recognition is often not sufficient to improve living conditions for these communities. A more open reflection on the delicate theme of ‘development’ is also promoted and sought.

    The process to develop a new Land Code in Chad is a positive step forward but the draft reflects a highly centralised system of land ownership, management and administration which risks excluding most people from the means to document and protect their land rights while also fostering widespread tenure insecurity. It considers customary rights as ‘temporary’ and gives full legal protection to a land title, which converts customary rights into land ownership, which is likely to be inaccessible for the vast majority of the population.

    Le Tchad est considéré comme le pays le plus vulnérable au changement climatique. Une combinaison de pauvreté élevée, de conflits fréquents, de systèmes de gouvernance faibles, à laquelle s’ajoutent les risques de sécheresse et d’inondations, font que le pays est confronté à de nombreuses urgences humanitaires et lutte notamment pour faire face aux onséquences du changement climatique. Le pays connaît des conflits internes et frontaliers récurrents qui aggravent encore davantage ses vulnérabilités, en mettant sous pression les infrastructures limitées et la cohésion sociale.
