This publications presents a methodology and software for assessing carbon sequestration that were developed and tested in pilot field studies in Mexico and Cuba. The models and tools enable the analysis of land use change scenarios in order to identifyin a given area (watershed or district) land use alternatives and land management practices that simultaneously maximize food production, maximize soil carbon sequestration, maximize biodiversity conservation and minimize land degradation.

These issues have been the subject of discussions and policy recommendations during many international forums, such as the International Conference on Agrarian Reform and Rural Development (ICARRD) held in Porto Alegre, Brazil, in March 2006.

This Act provides with respect to Federal programs for farm credit. It establishes the oversight, examination, regulatory, and enforcement authorities of the Farm Credit Administration over the Farm Credit System (FCS). The Act also sets forth the purpose and authorities of all FCS institutions. The Act provides with respect legal status, administration, operations, etc. of farm credit banks, production credit associations, Federal land bank association, banks for cooperatives and a revolving fund and the Federal Farm Credit Banks Funding Corporation.

While each has had a relatively short duration, all have been planned and implemented within a single conceptual framework with a much longer time horizon.
