A concise summary of the state of knowledge and experience concerning sustainable forest management, prepared as an input to the World Bank's Forest Policy Implementation Review and Strategy. An overview of experiences gained from different forest management systems is given, followed by a discussion of the outlook for forest resources and for forest product markets. Market, policy and institutional failure is analysed and appropriate responses are outlined. Finally, approaches to international co-operation are discussed.
Resumen En este primer volumen se analizan de manera sistemática algunos de los elementos conformantes del 'Contexto institucional' en que funciona el mercado de tierras en el Perú. En la primera sección presentamos la evolución reciente de la legislación agraria, centrándonos en el impacto de la reforma agraria y los cambios a las limitaciones a los derechos de propiedad y operación del mercado de tierras en las últimas tres décadas. Describimos en mayor detalle el régimen jurídico de tierras vigente actualmente.
The Praedial Property Registration system has been presented as an alternative system to traditional registries for the formalization of immovable property. Much of the earlier design and pilot work for the Praedial Property Registration system was done by the Peruvian private organization, Instituto Libertad y Democracia (ILD). They claim that in Peru they "have formalized over 150,000 properties much more quickly, and at dramatically less costs, than traditional titling and registration programs" in three-and-a-half years during the early 1990s.
