Despite the local and global importance of forests, deforestation driven by various socio-economic and biophysical factors continues in many countries. In Nepal, in response to massive deforestation, the community forestry program has been implemented to reduce deforestation and support livelihoods. In this context, RECOFTC and USAID Adapt Asia-Pacific have developed a framework for better understanding and assessing climate change vulnerabilities in a context of multiple competing interests in a CF landscape. The pilot site for developing this approach was a women-led Community Forestry User Group (CFUG) in the Terai of Nepal; the Bishnupur community forest. The context in Bishnupur reflects challenges associated with the ecologically fragile Chure Forest, but also one of growing opportunities for economic development due to the close proximity of the Indian border.

Since few years the climate temperature is constantly rising up due to high emission of Green House Gases (GHG's) which is one of the main reason for climate change. Nepal is a small country which has little or no influence in causing climate change, however because of its weak economy, complex landscape, sensitive biodiversity, uneducated and vulnerable people in Nepal makes it less equipped to fight the consequences of climate change thus make them highly vulnerable.

It offers recommendations and a framework for reflection for all actors engaged in creating, implementing or revising laws on community forestry, and for civil society in particular.
Drawing lessons from the design and implementation of community forestry laws in Nepal, the Philippines, and in Tanzania, this report revolves around the ten following building blocks to consider in order to develop supportive frameworks governing community forestry:

Changing weather patterns, declining agricultural productivity and health impacts have already spurred adaptive responses in communities across Nepal. Local coping strategies currently being employed include: crop diversification, rainwater collection, grass cultivation in forest areas, shifting natural resource based livelihoods to livestock, seasonal migration (to urban areas), storing grain seed fodder and grasses as well as a number of practices specifically related to sustainable forest management.

There is a vast and unrecognized opportunity for community forestry to strengthen national resilience to climate change through diversifying rural livelihoods, increasing food security, leveraging social capital and knowledge, advancing disaster risk reduction and regulating microclimates. However maximizing the role for community forestry in climate change is an area where clear guidance and recommendations are lacking.
