    Eastern Africa

The security of women’s entitlement to land and land-based resources in the East Africa region has been compromised by a combination of unfavourable laws and government policies, socio-economic change toward greater commoditization of and competition for land and land-based resources, and exclusionary practices defended as ‘customary’. This report shows that some investors
still perceive Aceh as a risky place to do business, despite
being relatively peaceful for almost four years. Security
incidents, relatively common in post-conflict environments,
deter businesses and individuals from investing in Aceh,
robbing the economy of necessary capital and innovation.
Other consequences of the conflict, including forms of

is, however, driven by the assumption that the probability
of punishment for bribe-taking is invariant across
households. In many developing countries lacking in rule of
law, this assumption is untenable, because the enforcement
of law is not impersonal or unbiased and the poor have

incidence stubbornly high. Afghanistan faces tremendous
