    This Act concerns self-government and self-sufficiency of Aboriginal persons and Torres Strait Islanders, the economic and cultural development of and the use of lands by descendants of original habitants of Australia. The Act establishes the Torres Strait Regional Authority (TSRA), the Indigenous Land Corporation and a corporation to be known as Indigenous Business Australia. TSRA shall, among other things, formulate and implement programs for Torres Strait Islanders, and Aboriginal persons, living in the Torres Strait area.

    This Act empowers the Minister to, upon request of the Council for an Aboriginal Reserve, declare the reserve to be an Islander Reserve to which this Act applies (sect. 5). Section 6 provides for the Declaration of Aboriginal Councils or Island Councils for the purposes of this Act. The Council for an Aboriginal Reserve to which this Act applies, or for an Islander Reserve to which this Act applies, shall manage and control the affairs of the Aboriginal community or the Islander community, as the case may be, residing on the Reserve (sect. 7).

    Subject to this Part and to any provision to the contrary in a law of the Territory, a person shall not enter onto or remain on Aboriginal land or use a road unless he has been issued with a permit to do so in accordance with this Part (sect. 4). An Aboriginal who is entitled by Aboriginal tradition to enter onto an area of Aboriginal land may enter onto that area of Aboriginal land. An Aboriginal who is entitled by Aboriginal tradition to remain on an area of Aboriginal land may remain on that area of Aboriginal land.
