This Code regulates the accomodation and housing of the popul ation, urban and rural planning, the development of engineering, transport and s ocial infrastructures, rational use of the natural resources and environmental protection for the benefit of tenants.
Article 69 shall be amended to add the following wording: “Separation distance shall ensure non-proliferation of fires from forest species in forest areas (forest parks) to edifices and constructions located: (a) outside forest area (forest park); (b) within forest area (forest park); and (c) from forest species outside forest area (forest park) to edifices and constructions”.

Article 45 shall be amended to add the following wording: “The right to permanent (open-ended) tenancy of a land plot can be mandatorily stopped in the following cases: (a) non-purposeful use of land with flagrant violation of rational land management regulations; (b) soil damages; (c) non-fulfilment of land reclamation arrangements; and (d) non-utilization of agricultural land for agricultural purposes for a period of three years and over”.

The scope of creation of forest fire safety system shall be to prevent fires and ensure protection of the population and property in case of the outbreak of fire (Art. 5). Separation distance from the boundaries of housing land-use planning to forest area shall be no less than 50 m, and from the boundaries of housing land-use planning with one- and two-storey constructions to forest are shall be no less than 15 (Art. 69).

The following amendments and addenda must be introduced to the Federal Law No. 209-FZ: 1) In the item 2 of the Article 3 must be supplemented with the wording “topographic monitoring”; paragraph 11 of the same article must be supplemented with the wording “provision with geodetic, cartographic, topographic and hydrographical materials regarding regional and state boundaries”; paragraph 15 of the same article acquires a new wording “setting, normalization, regulation of usage, registration, recording and conservation of the names of geographic objects’’.
The scope of this Federal Law shall be land use planning with a view of developing housing construction. This Federal Law establishes the modalities of setting up the authorized federal institution Russian Housing Development Fund (RHDF) with a view of promoting housing construction, development of plots of land for housing construction and territorial planning and development, and also land use planning.
Article 1 shall be supplemented with the following wording “standard denomination of geographical object shall be considered the name mostly used in the written form in the language of original in which it is used.”

This Federal Law regulates relations concerning creation of artificial plots of land in waterbodies pertaining to federal property with a view of construction on them. Artificially created plot of land can be either adjacent to existing plots of land or be separated from them (art. 3). Project of creation of an artificial plot of land shall be inserted in land use planning project, specifying projected purposeful use of artificial land plot (art. 4).
