    The majority of the world live in rural areas and are dependent on land and land based resources. The increasing pressure on land, particularly that used for food production, by countries and private investors poses a huge risks to millions of these rural communities. One of the major causes is weak and poor governance in land tenure systems, as most Governments have so far failed to provide adequate safeguards to protect poor people from eviction or dispossession leaving them without compensation and remedy.

    This Proclamation of the Afar National Regional State establishes a rural land administration system that is suitable for natural resource management and protection and that incentivizes investment within the traditional clan-based communal land tenure system. Laws that pertain to lands designated as forest lands, wildlife sanctuaries, biodiversity protected lands, environmental and natural resource conservation and preservation areas shall not be affected by this Proclamation. The Proclamation, among other things: provides for survey, registration, certification etc.

    This revised agricultural policy and strategic framework provides a coherent policy framework to address the key challenges in Timor-Leste. The Government recognizes that there is no simple "solution by technology". The Government will therefore re-orient agricultural and rural development policies that will redefine incentives and reduce barriers to food and agricultural systems transformation. Particular attention will be given to supporting small-scale, low-income farmers in strengthening their capacity to manage risks and adopt effective strategies to adapt to climate change.

In doing so, it also treats the issues in a perspective of the vulnerable population of the country.
