The article strongly challenges the view that the cause of informal settlements in EMM and other parts of South Africa is predominantly the apartheid government and agrees with literature which provides evidence that to a larger extent, the present government, not the apartheid government, is one of the dominant causes of informal settlements.

The Committee on Rural Development and Land Reform was briefed by the Commission on Restitution of Land Rights (CRLR) on its 2014/15 annual report. The Commission had exceeded its targets by settling 428 new claims against a target of 379; finalising 372 claims against a target of 239; approving 119 projects against a target of 53; researching 1 525 claims against a target of 1 445; establishing 14 operational claims lodgement offices; and acquiring four mobile lodgement offices.

The Chief Land Claims Commissioner from the Commission of Restitution of Land Rights presented the strategic plan for 2015-2020 as well as the Annual Performance Plan 2015/2016 to the Committee. She emphasised that there was still a need for the Commission to be clearly delineated in function and fact from the Department of Rural Development and Land Reform (DRDLR) particularly since the Commission reported directly to the Minister.

The meeting began with the adoption of the draft report on the budget vote 39, where a number of small issues were raised, including typos and minor amendments. The main thrust of the changes was that the Land Claims Court should be given greater priority, and a policy needed to be put in place to help with alleviating the bottlenecks in these courts. The adoption of the report became heated when the DA abstained from approving it, even though they had been a part of the process from the beginning.
