    These Regulations designate a coastal area consisting of land and marine waters as a Special Protection Area in accordance with Article 4 of Directive 2009/147/EC of the European Parliament and of the Council on the Conservation of Wild Birds. The purpose is to ensure protection from disturbance, capture and damage to nests and eggs under Article 5 of the Directive for all species of birds, not just the birds listed on Schedule 3 (with the exception of those birds covered under Articles 7 for hunting and 9, where derogations are listed).

They carry into effect in Ireland Council Directive 96/82/EC on the control of major accident hazards involving dangerous substances as amended. The Regulations also deal with provision of advice on major hazards in the context of land-use planning decisions.

    These Regulations amend the European Communities (Environmental Impact Assessment) (Agriculture) Regulations 2011 by, among other things: inserting a definition of "environmental impact assessment" and a new definition of "EIS" and Minister; and defining the duties of the Minister in respect of applications for authorization of development and environmental impact assessment. They also substitute Schedule 3 (specifying information to be contained in an Environmental Impact Statement) for the Schedule attached to these Regulations.

    These Regulations amend the European Communities (Environmental Impact Assessment) (Agriculture) Regulations 2011 in various provisions relating to, among other things, application for a screening decision, documents that shall accompany the application, the follow-up on a decisions by the Minister and information for the environmental impact statement. The Regulations also give a new definition of "EIA Directive", “environmental impact assessment” and “EIS”.

    These Regulations provide compliance with the Environmental Impact Assessment (EIA) Directive 85/337/EEC as amended insofar as it applies to certain categories of on-farm activities. They make provision for a statutory screening and consent system for these activities and also for environmental impact assessment for such development if it is likely to have a significant effect on the environment.

    These Regulations amend the European Communities (Good Agricultural Practice for Protection of Waters) Regulations 2010 in article 17 concerning distances from a waterbody to be observed in use of fertilizer so as to allow a local authority to apply a landspreading restriction to the upstream catchment area and to the close proximity downstream of an abstraction point in the case of any surface waters.
