    These Regulations implement provisions of the Aboriginal Councils and Associations Act 1976. The Regulations concern and provide forms for: an application for the constitution of an Aboriginal Council area; request to alter functions of an Aboriginal Council; notice of alteration of rules of an Aboriginal Council; application for the incorporation of an Aboriginal association; and notice of alteration of objects or rules of an incorporated Aboriginal association.

    The Wreck Bay Aboriginal Community Council (WBACC) has made by-laws in accordance with subsection 52A of the Aboriginal Land Grant (Jervis Bay Territory) Act 1986 with respect to conservation and biodiversity; Town Plans; activities on Aboriginal Land; enforcement of the by-laws; permits for activities; and prevention of misuse of water.The purpose of the Regulations is to prescribe penalties for a natural person and for a corporation for certain offences against the by-laws.

    A Land Council shall, pursuant to section 37(A) of the Act, as soon as practicable after the end of each financial year, prepare and furnish to the Minister a report of the operations of the Council during that year, together with financial statements Financial statements referred to in subsection (1) shall be audited by a person having the prescribed qualifications and appointed by the Council for the purpose, who shall report to the Council.
