For the past decade, GIZ has supported participatory land use planning, land registration and land titling as a vehicle for sustainable rural development in Lao PDR. Following a number of predecessor programmes, the current Land Program (including Land Management and Decentralized Planning (LMDP) and Enhanced Land Tenure Security (ELTeS) projects) is active in the provinces of Luang Namtha, Sayabouri, Huaphan and Khammouane. This impact study focussed on some of the intermediary and longer-term changes that GIZ’s work in the land sector has been aiming to bring about in Laos.

Mailo tenure is the most legislated form of tenure in Uganda, having its origins in the 1900 Buganda Agreement. Reforms over the years have seen the evolution of this tenure that is essentially freehold in nature, albeit with its local characteristics arising out of an unresolved tenant question. This status quo was reinstated in the 1995 Constitution, the Land Act and its subsequent amendments. Whereas it is expected that reforms introduced by the Constitution and Land Act would suffice in stabilizing Mailo tenure, this has not happened in practice.

The Ethiopian Growth and Transformation Plan (GTP), targets achieving food security and becoming a middle-income country by 2025. One part of the strategy is encouraging large-scale agricultural investment (LSAI) by domestic and international investor. To that effect, ample arable land in various region is being leased out, Benishangul-Gumuz region being one of them.

Since land consolidation gives mobility to land ownership and other land rights, it may also facilitate the allocation of new areas with specific purposes other than agriculture, such as for public infrastructure or nature protection and restoration.
