    Citizenship is an abstract concept and therefore great care must be taken in explaining what it means in practice and what can effectively be done in the context of development interventions and policy. Development projects which enhance the ability of marginalised groups to access and influence decision-making bodies are implicitly if not explicitly working with concepts of citizenship. Citizenship is about concrete institutions, policy and structures and the ways in which people can shape them using ideas of rights and participation.

    Con estas Directrices se busca aportar beneficios a los individuos en todos los países, aunque se hace hincapié en las personas vulnerables y marginadas. Las Directrices sirven como texto de referencia en el que se estipulan principios y normas internacionalmente aceptados para las prácticas responsables de la gobernanza de la tenencia. Las Directrices constituyen un marco que los Estados pueden utilizar a la hora de elaborar sus propias estrategias, políticas, legislación, programas y actividades.

    The management of conflict over land and natural resources is a very broad issue and there is a growing literature on techniques that have potential for use in this field. At the moment, the Land Tenure Service of FAO’s Rural Development Division is working towards achieving a deeper understanding of the current methods and practices in land conflict management and is gathering cases from all over the world to ascertain the techniques used and the results achieved.     This issue of Land Reform, Land Settlement and Cooperatives contains an interesting and wide-ranging set of contributions providing insights into land related issues ranging from Italy to the Central Andes, and from the historical development of sustainable tenure practices to aspects of agriculture sector planning. The eight articles featured open with that of Lavigne Delville, which addresses issues relating to insecurity of tenure in West Africa, and identifies what the paths of change currently appear to be.

    The Land Tenure Journal is a peer-reviewed, open-access flagship journal of the Climate, Energy and Tenure Division of the Food and Agriculture Organization of the United Nations (FAO). The Land Tenure Journal, launched in early 2010, is a successor to the Land Reform, Land Settlement and Co-operatives, which was published between 1964 and 2009. The Land Tenure Journal is a medium for the dissemination of quality information and diversified views on land and natural resources tenure.
