Las Directrices sirven como texto de referencia en el que se estipulan principios y normas internacionalmente aceptados para las prácticas responsables de la gobernanza de la tenencia. Las Directrices constituyen un marco que los Estados pueden utilizar a la hora de elaborar sus propias estrategias, políticas, legislación, programas y actividades.
