This article argues that there is a transformation in the relationship between land, peasant communities and its members or comuneros. In the case of the communities of the Peruvian northern coast, this transformation links with a double dynamic: (i) the increasing external pressure on the resource from the private-national and transnational capitals, and (ii) the emergence of new means and motivations of access to land among the communal members.

The situation of internally displaced persons (hereinafter IDPs) around the glob is getting worse by the minute. The international community has responded by creating norms that ban the actions of belligerents (during armed conflicts) and States (in times of peace) which produce the unlawful displacement of people. However, an important part of the IDPs in the Americas are Indigenous Peoples; and even though there are some specialized norms for protecting them of the displacement, those norms focus exclusively in the proprietary interest of Indigenous peoples.

Forests at the tropical Valley of the Apurimac and Ene rivers (VRAE), the second coca-growing region of Peru, are public common resources and nevertheless privately managed mainly by coca farmers, without effective State control of such use. The need for survival of the coca farmers, their chrematistic perception of the forest, the cultivation of cocoa (theobroma cacao) and land availability are crucial factors influencing the rates of deforestation of primary and secondary forest. Variables such as the legality of land tenure seem to have no influence.
