    This Law regulates the following issues: (a) conservation, rehabilitation of soil and improvement of soil fertility, prevention of soil erosion due flooding, landslide, soil pollution, siltation, waterlogging, and anthropogenic impact; (b) rehabilitation, improvement of soil and rational land tenure of low productive land; and (c) establishment of maximum allowable limits of contents of hazardous substances in soil, provisions related to application of pesticides and agrochemicals.

    The present Law determines legal basis and regulations for carrying out land reform. The document consists of VII Secs. that contain 26 Arts. Section I (arts. 1-5) lays down general provisions. Section II (Arts. 6-8) classifies the forms of land property. Section III (Arts. 9-10) establishes the basis for the privatization of land in legal possession of citizens.     The present Law regulates the modalities of setting up, functioning, liquidation of condominiums in multi-apartment residential buildings and regulates relations connected with ownership, management and disposal of common property of condominium. The plot of land owned by condominium is land area allotted to the condominium in conformity with legislation and comprises the plot of land on which condominium is situated (art. 1). Plots of land on which condominium is situated shall be considered thereto in permanent tenancy (art. 4).

    The present Law establishes the basis of urban construction activity and regulates relations in this sphere. The document consists of XI Secs. that contain 30 Arts. Section I (arts. 1-4) lays down general provisions. Section II (art. 5) regards immovables in the sphere of urban construction. Section III (Arts. 6-9) establishes rights and duties of the subjects of urban construction activity. Section IV (Art. 10) regards state management in the sphere of urban construction. Section V (Art. 11) establishes competence of local self-government in the sphere of urban construction.

    The scope of Land Code shall be to regulate land relations originating from application of different types of land ownership rights, including duties of landowners, tenants, leaseholders, protection of land rights, application of rational land tenure, restoration and improvement of soil fertility, land re-cultivation and improvement of natural environment. Land property shall envisage public, municipal and private ownership, that have equal status and are equally protected by the Law (Art. 4).

    Soil protection is the state problem since correct and rational use of all types of soil, including barren soil, saline soils, swamped soil, alkali soil and aqueous soil are the main reserve of dynamic development of agriculture and of the national economy as a whole. The purpose of the present Law is to ensure the integrity of soil surface, conservation thereof and rise of soil fertility, to establish the rights and the duties of landholders, landowners and the state in the field of soil protection and setting up conditions for ecological production. The Law consists of 11 Articles.
