    This Act amends Chapter 80 of Title 21 to provide for the transfer of real property of the Guam Port Authority to the Guam Ancestral Lands Commission so that the Commission can return land parcels and properties to the original landowners or their estates.

    This Chapter regulates the use of Government land and defines uses for specific purposes and for specified parts of Guam. The Director with the approval of the Governor is authorized to grant permits for the use of any suitable government real property, not otherwise occupied or in use, and for any lawful purposes. Articles 2 to 5 provide for use of specific lands and the sale of such land to qualified purchasers. Article concerns a comprehensive development Master plan to be adopted for specified areas.

    The purpose of this Chapter is to establish certain minimum regulations for the protection and promotion of the public health, safety and general welfare of the people of the Territory of Guam, which regulations are deemed necessary in order to encourage the most appropriate use of land, to provide adequate open spaces about buildings for light and air, to prevent undue concentration of population, and to assure adequate provisions for community utilities and facilities such as water, schools, parks and other public requirements.

    The purpose of this Chapter and of any Rules, Regulations, specifications and standards adopted, pursuant thereto, is to control and regulate the development and/or subdivision of any land for any purpose whatsoever. Control and regulation is necessary to provide for the orderly growth and harmonious development of the territory and to achieve various purposes including: to secure adequate provisions for water supply, drainage, sanitary sewerage and other health requirements and to permit the conveyance of land by accurate legal description.

    This Chapter provides for the organization and administration of the Department of Agriculture and establishes the Plant Protection and Quarantine Revolving Fund, the Farmer's and Fishermen's Small Loan Revolving Fund and the Cooperative Association Revolving Fund, provides for the granting of loans and related matters and for protection of farming activities.The Department shall formulate Regulations dealing with quarantine, pest control, fishing, slaughtering dairy cattle and experimental dairy cattle, egg labelling, and meat inspection.

    An Act to add a new section 80105 to Title 21 G.C.A. relative to developing a comprehensive zoning plan for ancestral lands.

    This Act establishes a Provisional Commission for the Zoning of Ancestral Lands, requires the Commission to complete a comprehensive zoning plan for all properties and parcels under the jurisdiction of the Guam Ancestral Lands Commission in accordance with provisions this Act and prescribes procedures for the final approval of the plan. In formulating the comprehensive zoning plan, the Provisional Commission shall request and consider the opinions of all affected ancestral land claimants.

    An Act to add a new section 75108.50 to Chapter 75, Division 2 of Title 21 of the Guam Code Annotated, to allow cottage industry activities on residential leased land by Chamorro land trust residential leaseholders.

    This Act provides specific authorization for cottage industry activities on Chamorro Land Trust residential lots to be conducted by Chamorro Land Trust residential leaseholders. Authorized cottage industry activities include farm production and light agriculture activities, baking and manufacturing of foodstuffs and growing and selling of plants and flowers. The Chamorro Land Trust Commission shall promulgate Rules and Regulations governing cottage industry activities.

    This Chapter provides for public access to the ocean shore, i.e. land between the mean low waterline and series of lines connecting angle points prescribed in section 3. Extensive areas of ocean shore are inaccessible to the public due to the absence of public rights-of-way and the ocean is a vital part of the patrimony of the people of Guam and is a major source of recreation and livelihood. In order to safeguard access to the ocean shore this Chapter provides for protection and maintenance of traditional rights of way to the ocean.

    This Chapter provides for the management and other matters of Government land. It consists of 8 Articles divided into sections. Article 1 contains general provisions. The Department of Land Management shall have authority of all government real property for purposes of this Chapter. The Director of Land Management may, when necessary, reserve or set aside government real property not reserved by law for specific public use for the future use of any other department or agency of the government pursuant to section 5.

    This Chapter provides for various matters regarding the Chamorro Land Trust Commission, for the grant of leases to a native Chamorros and relates matters and provides for loans for the development of Chanorro communities and lands and for the establishment of various Funds for these purposes. There is within the government of Guam the Chamorro Land Trust Commission. The Commission shall grant leases and otherwise be responsible for the development of Chamorro lands.
