Article 3:
"La présente loi détermine d’une part, le statut des terres du domaine foncier national, les principes généraux qui régissent l'aménagement et le développement durable du territoire, la gestion des ressources foncières et des autres ressources naturelles ainsi que la réglementation des droits réels immobiliers et d’autre part, les orientations d’une politique agraire."
La présente loi fixe les modalités et les conditions de l’expropriation de droit commun; l’expropriation des terrains ruraux (absence de mise en valeur); le déguerpissement; alignation-servitudes d’utilité publique; et les cas de constatation des droits coutumiers.
To povide for the allocation of rights in respect of communal land; establish, Communal Land Boards; to provide for the powers of Chiefs and Traditional Authorities and boards in relation to communal land; and to make provision for incidental matters
