    This Law regulates the following issues: (a) conservation, rehabilitation of soil and improvement of soil fertility, prevention of soil erosion due flooding, landslide, soil pollution, siltation, waterlogging, and anthropogenic impact; (b) rehabilitation, improvement of soil and rational land tenure of low productive land; and (c) establishment of maximum allowable limits of contents of hazardous substances in soil, provisions related to application of pesticides and agrochemicals.

It contains mapping of the boundaries of various protected areas and zoning of their territory.

    This Law establishes exclusive plenary powers of the self-government bodies in the following areas: (a) management and disposal of public land resources; (b) land use planning; (c) management of local public forest and water resources; and (d) management of local water supply, drainage and sewerage systems (art. 16). The local self-governing representative bodies (Sakrebulo) shall have plenary powers in the following areas: (a) establishment of management rules and regulations applicable to local public land, forest and water resources; and (b) land use planning (art. 22).

    This Law sets forth the rules and principles for determining land and soil resources and their classification, preparing land utilization plans, preventing non-purpose utilization, and defining the tasks and obligations to ensure land and soil preservation. Soil Preservation Boards are established in each province to examine, assess and monitor the activities related to the preservation, development and productive utilization of lands. Lands are classified as absolute farming lands, special crop lands, cultivated farming lands and marginal farming lands.

    Land Code defines the basic directions of State regulatory system improvement concerning land relations, development of various organizational and legal forms of land economy, fertility of land, improvement of land use efficiency, protection and improvement of the environment – favourable for human life and health, and the legal framework concerning the protection of the land rights.     The purpose of this Law is the prevention and control of pollution caused by large industrial plants. The Law provides for measures to prevent pollution; when preventing is not possible, the Law aims at reducing emissions to air, water and soil and prescribes waste management measures, as well as the rational use of natural resources and energy to achieve a high level of environmental protection.

    Articles 6, 9, 14, 30 have either been amended or new paragraphs have been added. The present Law also amends new articles of the Village Law of 1924, the Law on Natural Disasters 1959, and the Tourism Incentives Act of 1982. The formation of the technical teams is re-defined. The in-forest pastures and grazelands are re-defined by a committee set up by the Ministry of Environment and Forestry and cannot be used for any other purposes unless their allocation purposes are modified.

    This Decree issues the Law on Conservation of the Environment and Prevention of Pollution and specifies the responsibilities of the Minister of Regional Municipalities, Environment and Water Resources.The Law is composed of 3 Chapters divided into 43 articles: Definitions and general provisions (I); Rules and principles to ensure safety of the Omani Environment (II); Penalties (III).The attached Appendixes list animals and birds of protected species of the first and second category.Chapter II provides rules to prevent environmental pollution.
