IV), mediante el artículo 23, se crea el Instituto Nacional de Desarrollo Agrario (INDA), como entidad de derecho público, con ámbito nacional, personalidad jurídica y patrimonio propio, adscrito al Ministerio de Agricultura y Ganadería. El INDA substituye en sus funciones al Instituto Ecuatoriano de Reforma Agraria (IERAC).

The Act also regulates the exportation of radioactive minerals and safeguards rights of Amerindians in respect of land and restricts rights of Amerindians to take minerals.The Minister may constitute part of Guyana as a mining district. All minerals shall vest in the State. The Guyana Geology and Mines Commission may grant licences or permits to enter on private lands and to search and take minerals on such land. The Act provides rules for large scale and medium and small scale mining and prospecting.

The administrator shall administrate the estate in accordance with provisions of this Act. The Act also provides with respect to execution of judgements and custody of estates pending probate and letters of administration.

La presente Ley tiene por objeto el marco regulatorio relativo al dominio de los recursos minerales y a la ejecución de actividades mineras en sus distintas fases, a saber: prospección, exploración y explotación. Todos los recursos minerales en estado natural pertenecen al dominio del Estado. El derecho de propiedad del Estado sobre dichos recursos es imprescriptible, inalienable e inembargable, y puede constituir objeto de permisos y concesiones por tiempo limitado, de acuerdo a las condiciones y según los procedimientos previstos por esta Ley.

Cette ordonnance va permettre de s'engager dans une démarche d'écocertification. Le code du domaine de l'Etat est également modifié pour tenir compte de ces adaptations.

La presente codificacion de la Ley de Tierras Baldias y Colonización, norma las tierras que forman parte del patrimonio del Instituto Nacional de Desarrollo Agrario (INDA), y dispone que no se considerarán tierras baldías, las tierras comunitarias de posesión ancestral de los pueblos indígenas que se autodefinen como nacionalidades de raíces ancestrales y de los pueblos negros o afroecuatorianos, así como, de las comunidades que forman parte de estas colectividades de conformidad a lo dispuesto en el Art. 84 de la Constitución Política de la República.

La presente Ley reglamenta el loteamiento de inmuebles, entendiéndose por el mismo toda división o parcelamiento de inmueble en dos o más fracciones destinadas a la venta en zona urbana, suburbana o rural, con fines de urbanización. Todo loteamiento de inmueble privado estará sujeto a la aprobación de la Municipalidad, la cual será otorgada bajo los requisitos indicados en el artículo 2º, entre los cuales figura la declaración de impacto ambiental referente al proyecto de loteamiento presentado por el interesado.
