    This Law amends articles 2, 30, 45 of Law No. 9482 of 2006 on legalization, urbanization, and integration of unlawful constructions. The amendments affect the scope of law by making it applicable on unlawful constructions built after the date this law enters into force only when the legalization procedures do not require transfer of land ownership. Also, for unlawful constructions built after 2006, the Agency implements the factual assessment of terrain via digital aerial and satellite imaging converted into aerial photography.

    The Law lays down the framework for the legalization of constructions build without permissions in the informal zones, the transfer of ownership for these properties, the urbanization of the informal zones and blocks and their integration in the territorial and infrastructural development of the country, the procedures for legalization, and the establishment of responsible state structures. The Law is retroactively applicable regardless of the constructions’ purpose and function.

    This Law amends and supplements Law No. 8405 of 1998 on urban planning as regards several issues. Specifically, it amends: (1) article 22 dealing with tasks and responsibilities of urban planning units under city councils or municipalities; (2) article 38 dealing with the procedures for the issue of construction permits; (3) article 45 on examination of requests and approval by the competent municipal authorities of construction permits; (4) article 50 dealing with the approval process for submitted applications.

    This Law amends Law No. 7665 on the Priority Tourism Development Zones by replacing throughout the text the words “Ministry of Tourism” with “Committee for Tourism Development”, and the words “Minister of Tourism” with “Chair of the Tourism Development Committee”.
