    The present Act is a piece of companion legislation to the Federal Sechelt Indian Band Self-Government Act and provides for provincial recognition of the Sechelt Indian Government District. The ministry is responsible for section 4, which makes the district eligible for municipal benefits. The rest of the Act is the responsibility of the Ministry of Aboriginal Relations and Reconciliation. The text consists of 8 sections.

    This Act provides for any 5 or more persons to form an association under this Act to carry on any lawful industry, trade or business on a cooperative basis. An association formed under this Act must include in its name the word " cooperative". The Act is divided into two parts, the first being; Establishment and Operation. Part 2 details, Housing Cooperatives. Sections 2-11 deal with the setting up of a cooperative ealing with capital, memorandum and rules, directors, registration of documents, and Conclusiveness of certificate.

    This Act sets up a Ministry of Lands, Parks and Housing. For the purposes of this Act the minister may enter into agreements with; the government of Canada or its agent, or the government of a province or its agent, or with any other person or a municipality. Section 6 set out the powers of the minister. Section 7 deals with appropriation, and section 8 with securing advances. Section 8(1) sets out in detail the provisions dealing with affordable housing assistance and security for it.

    This Act makes provision for agreements between the Government and Indian bands (as defined by the Indian Act) for the purposes of resolving and extinguishing claims asserted by an Indian band and the council of a band against the Government or against the Government and Canada in respect of cut-off lands. "Cut-off lands" means lands that had before 1916 been appropriated by the Government for the use and benefit of Indians (defined in section 1).

    The present Act lays down provisions relating to assessment of property in the province of British Columbia. Section 18 establishes that all land and improvements in British Columbia are liable to assessment under the present Act unless exempted under this or another enactment. In particular, Part 3 deals, inter alia, with special valuation rules for dams, power plants and substations, valuation rules for designated port land, as well as with classification of land as a farm and classification and valuation of forest land.
