    This publication contains the papers presented at the Expert Consultation on Issues in Water Law Reform, convened by FAO in Pretoria, Republic of South Africa, 3 to 5 June 1997. The Expert Consultation was the first activity under, and served as a launch for, the FAO-funded and -executed project of technical assistance to the Republic of South Africa, TCP/SAF/6711 "Review of water legislation". It was arranged and timed so as to provide a comparative water law and administration input to the drafting of a National Water Bill, then underway.

    This new guide describes the application of spatial technology to improve disaster risk management (DRM) within the aquaculture sector. DRM requires interrelated actions and activities to ensure early warning, prevention, preparedness, response and recovery for a wide range of natural, technological and complex disasters that can impact aquaculture operations and livelihoods. <p></p>Spatial technology refers to systems and tools that acquire, manage and analyse data that have geographic context.

    The zero-deforestation movement has gained considerable momentum as governments and companies enter into commitments to curb deforestation.     The region of Karamoja, located in the northeast of Uganda, is the poorest and least developed region in the country. Historically, Karamoja has been a pastoral area; crop production, which is less reliable there, has recently emerged as an important source of household food and income in some areas. Although Karamoja bears similarities to other pastoral regions in East Africa, few of its households are self-sufficient in terms of food and most rely on barter trading for much of their staple foods.

    During the last decade, the concept of water demand management has received increasing attention from both academics and development agencies and banks. In the face of rising costs for supply augmentation and concerns over the apparently inefficient use of water in agriculture, managing demand appears a priority means of mitigating water scarcity problems. Economists, in particular, have used theoretical frameworks to argue for the use of "economic instruments" to provide incentives that may lea d to water saving or enhancing economic efficiency.
