    Where the rights of communities to manage and benefit from good stewardship are clearly defined and respected, communities can play an important, leading role in achieving climate change mitigation objectives. According to the Asia Network for Sustainable Agriculture and Bioresources, since 2009, a pilot REDD+ project supported by the Norwegian Agency for Development Cooperation (NORAD) has resulted in measurable increases in sequestered carbon and payments to communities.

    According to AllAfrica.com, farmers in Liberia are blaming perceived climatic changes on the government’s policy of allocating large-scale concessions for mining, logging, and agriculture. A Liberian non-governmental organization, Green Advocates, organized a workshop in southeast Liberia during which farmers and other participants cited deforestation and forest degradation from large-scale concessions as a major factor in the changing climate in Liberia.

    On February 22, the South Sudan Council of Ministers passed the USAID-assisted draft Land Policy with minimal amendments. The Land Policy will now head to the National Legislative Assembly for review. While much work remains to be done, this event marks a notable step on South Sudan’s path toward developing institutions and policies for effective land governance.

    Recent stories from Burma and Ethiopia illustrate the contentious issues surrounding the large-scale acquisition of land for agricultural production. In Ethiopia, the government may be re-assessing its policy of granting large tracts of land to investors, reducing the size of initial allocations and increasing the scrutiny of investors' capacity to achieve their proposed plans and fulfill contractual obligations.

    Writing at the Council on Foreign Relations’ “Africa in Transition” blog, John Campbell notes that South Africa’s land “issue” is not so simple. How true. Back in 1994 the ANC pledged to transfer ownership and control of 30% of white-owned farmlands to black South Africans by 2014. The process, based on a “willing buyer/willing seller” model has been halting at best and too often communities and farmers that did benefit from a redistribution of land lacked the background or capital to develop sustainable commercial entities.

    According to this New York Times article, one police officer was killed and dozens of people were injured on February 26 when villagers protesting land seizures clashed with security forces in Maubin, Burma. The protesters claim they were never compensated when their land was confiscated and sold to a wealthy businessman 17 years ago. According to Lt. Col. Tot Shwe of the police, “it is an old problem, but now it has exploded.”

A recent study by Dr. Anne Larson of the Center for International Forestry Research (CIFOR) and others, confirms this trend. The researchers compared case studies from Latin America, Asia, and Africa, focusing on forest and land tenure rights, equity, and livelihoods.
