    This Act, among other things, redefines "acts of development", amends provisions relative to community areas agreements and inserts various new sections. Section 72A provides for the designation of areas in development plans for purposes of protection of woodlands, beaches, arable lands, caves, and habitats, and other natural features. A development plan may appoint also "historic areas" under section 29A. The new section 31A provides for agreements relative to the development or use of land between the Minister and persons having an interest in the land in question.

    This Law provides for the leasing of public agricultural and forest land. It consists of 18 articles establishing the procedures for leasing of such lands to citizens and contains rules relative to the lease and the conditions attached to lease including obligations of the lessee. 'Land' here means the land that is property of the State, classified in the fond of agriculture and forest land, pastures and meadows (art. 2).

    The scope of this Act is to regulate reindeer breeding activities and the use of reindeer pastures. Also the counting of reindeer and marking of animals is provided for (Chapters 3 and 4). Chapter 6 concerns the compensation of damages to forests and cultivation. Chapter 7 provides for the protection of reindeers. Various measures placing restrictions on reindeer breeding may be decided upon by the Government pursuant to section 2 of the Act relative to Protection Forests (No. 196/22).

    This Decree provides for the assignment of forestry land by the State to organizations, households and individuals for "stable and long-term" use in the form of land assignment without land use levy or lease of forestry land (art. 1). Forestry land is allocated or leased to specified subjects whose main source of income is agriculture, aquaculture of the winning of salt or various specified organizations. No levies shall be charged. Forestry land includes: national parks, nature conservation forests, and various kinds of protection forests (art. 3).

    The objective of this Law is giving in ownership agricultural lands, forests, pastures and meadows (art. 1). In the implementation of this Law are included all the lands within the Republic of Albania out of the border lines, which are treated as agricultural lands according to Law No. 7501 of 19 July 1991, on the Land, independently of their origin. Pastures, meadows, forests and forest lands which are certified with official documents as having been private property are returned to the ex-owners and their legal heirs according to the cadastral statement of 1 August 1991.

    The purpose of this Law is the determination, delimitation, allocation of areas such as ranges, pastures, wintersheds (winter range lands) or highlands to juridical entities like villages or municipalities and making use of them in a manner abiding by the rules, increasing or sustaining productivity through maintenance and improvement, controlling that use continuously, protecting them and changing their purpose of use when necessary. The determination, delimitation and allocation of ranges, highlands and wintersheds are undertaken by the Ministry of Agriculture and Rural Affairs.

They also implement the extension of both Directives to the Contracting Parties of the European Economic Area (EEA) under Article 74 and Annex XX paragraph I.1 of the Agreement on the European Economic Area, as given effect by Decision No.20/1999 of the EEA Joint Committee adopted on 26th February 1999.

    This Decision of the Prime Minister concerns so-called PAM forests, i.e. forests planted with the World Food Program aid capital. It outlines principles of management and use of such forests and lays down conditions for PAM forest owners. It also outlines rights and duties of Pam forest owners in specified regions and as regards certain forest areas. Forest owners shall be entitled to fully own PAM forests on land planted for production forests and protective forest in "less crucial" regions, and local protective forest within villages.
