    This is the 19th of a series of Working Papers prepared for the Pro-Poor Livestock Policy Initiative (PPLPI). The purpose of these papers is to explore issues related to livestock development in the context of poverty alleviation. Livestock is vital to the economies of many developing countries. Animals are a source of food, more specifically protein for human diets, income, employment and possibly foreign exchange. For low-income producers, livestock can serve as a store of wealth, provide draught power and organic fertiliser for crop production and a means of transport.

    Globally, according to FRA 2000, planted forests accounted for only 5% of forest area, but up to 35% of industrial roundwood supply. This is anticipated to rise to 40-44% by 2020. Planted forests reflect a higher social, environmental and economic importance than their area would suggest. Many countries have existing planted forest data that is not based upon forest inventory, is incomplete and often outdated. Thus it is difficult to measure and plan the quantity and quality of planted forest resources and the provision of goods and services that they supply.

    The Forest Resources Assessment (FRA) Project in the Philippines was initiated in August 2002 for the assessment of Philippine forest and tree resources as part of the framework of the Forest Resources Assessment Programme of the Food and Agriculture Organization of the United Nations (FAO) to support national forest assessments (NFA).

    The 26 December 2004 earthquake and tsunami devastated the lives of millions. With considerable determination, local communities have joined national and international organizations and governments to bring relief and start the recovery work. FAO has been involved in assisting the affected countries in numerous ways so that agricultural activities may be resumed. While short-term assistance is indispensable, strategic planning for medium and long-term rehabilitation in collaboration with partners and governments is required for appropriate intervention.

    Food systems are being transformed at an unprecedented rate as a result of global economic and social change. Urbanization, foreign direct investment in markets of developing countries and increasing incomes are prime facilitators for the observed changes, while social changes, such as the increased number of women in the workforce and rural to urban migration, provide added stimulus.

    This paper gives a brief overview of the existing UPFG laws and regulations and points out the issues that legislative bodies may have to consider with regard to UPFG. The objective of the paper is to give an overriding analysis of the relevant issues that need to be considered in order to analyze the legal and institutional aspects of UPFG. Taking UPFG into consideration, the legislation of several countries was assessed to illustrate the broad framework, the gaps, the overlaps and the positive examples of laws and regulations.
