Tierras Indígenas y Minería en la Amazonía
Por investigaciones anteriores de WRI, sabemos que las tasas de deforestación en tierras indígenas de laAmazonía son considerablemente más bajas que entierras no administradas por pueblos indígenas. Ahora,hemos aprendido por este informe, que la minería industrial y la minería ilegal a pequeña escala se produceen más del 20 por ciento de las tierras indígenas de laAmazonía y que las tasas de deforestación en tierras indígenas donde existe minería son signi cativamente más altas que en las tierras indígenas sin minería.

Este artigo apresenta as percepções que os diferentes stakeholders (Estado, Comunidades locais, sector privado, Investidores, Sociedade Civil, etc.) envolvidos na relação com a terra possuem em relação à questão fundiária no País, sobretudo no atual contexto marcado pelo grande fluxo de projetos de investimento, de investidores nacionais e estrangeiros, com interesses no agronegócio, na exploração mineira e exploração de hidrocarbonetos.

Na primeira década do século XXI, em todo o mundo foram adquiridos, por estrangeiros, 203 milhões de ha de terras, sendo 134 milhões localizados na África. Esta “corrida às terras”, promovida por países desenvolvidos ou em desenvolvimento, entre os quais o Brasil, é caracterizada por investimento agrícola e aquisição de terras para satisfazer basicamente demandas alimentares ou energéticas. Das terras adquiridas, 78% foram direcionadas para atividades agrícolas.

Despite the difference in their populations and political status, New Caledonia and Papua New Guinea have comparable levels of economic dependence on the extraction and export of mineral resources. For this reason, the costs and benefits of large-scale mining projects for indigenous communities has been a major political issue in both jurisdictions, and one that has come to be negotiated through multiple channels at different levels of political organisation.

As gold prices soared from 2008 onwards, tens of thousands of foreign miners, especially from China, entered the small-scale mining sector in Ghana, despite it being ‘reserved for Ghanaian citizens’ by law. A free-for-all ensued in which Ghanaian and Chinese miners engaged in both contestation and collaboration over access to gold, a situation described as ‘out of control’ and a ‘culture of impunity’. Where was the state? This paper addresses the question of how and why pervasive and illicit foreign involvement occurred without earlier state intervention.

He criticized several government institutions during ‘‘surprise visits’’ and sharply attacked the Ministry of Religious Affairs for ‘‘delaying’’ the full enforcement of an Islamic legal reform.
