    This Act includes article 21-A to Act No. 8.171 concerning agricultural policy. New article defines the areas subjet to the desertification process within the national territory. Such areas may be exploited only by applying an adequate management plan and by using new technologies in order to stop the desertification process and to improve the deserted areas.

    This Act establishes Agricultural Rights and regulates the Brazilian Institute for the Agricultural Reform (IBRA).     This Act establishes Sanitary Code in order to regulate environmental sector and food quality standards. It consists of 101 articles regulating all matters related to the protection of human health, controls to be carried out on land use plannings (urban and agricultural lands), water and soil pollution control, food quality in order to avoid food contamination, etc. It also establishes controls to be carried out on water quality standards, water discharge and solid residues disposal, veterinary procedures for detecting animal diseases, etc.

It also concerns preventive measures to be applied by Federal Power in order protect natural environment and establishes competent authority entitled for carrying out controls on these industries and issuing the authorization for performing their activity.
