This Act lays down the basic principles of forest management and conservation, makes provision for the administration of forestry (Chap. I), the survey and classification of lands for purposes of forestry (Chap. II), and the use of forest resources (Chap. III).Basic policy principles are outlined in section 2. Section 3 contains definitions.

This Decree Law represents the basic legal framework in matter of forestry. Since it was enacted in 1923, it must be coordinated with the Constitution, which entrusts particular legislative and administrative competences to the Regions in matter of forestry as well (art. 117). The Decree consists of seven Titles. Title I makes provision for the protection of the public interests. To this end, certain restrictions shall be applied to private lands, so as to guarantee the public safety and protect the water regime.

The National Wilderness Preservation System is to be composed of federally owned areas designated by the Congress as "wilderness areas". The Secretary of Agriculture must recommend suitable areas in the National Forest System.

Chapter one of this Law contains definitions of terms therein employed, such as: forest, forest bushes, desert shrubs, forest cover and regions, range, planted rangeland, logs and saplings. Chapter two sets out rules for exploitation and protection of the above mentioned areas. Forestry Organization, established within the Ministry of Agriculture, shall supervise and issue permits for each applicant regarding exploitation of these areas. Licence shall be valid up to one year.

Subject to approval by the LGC, the Committee may carry out recommended measures related to the conservation and utilization of irrigable, marginal and submarginal lands, rivers and streams or forestry and game areas.

This Act declares areas along the coast known as Pas Geometrique to be public domain and makes provision for the survey of lands in such kind of land areas, the grant of leases, rights of lessees, and prohibits dumping on Pas Geometriques. The Minister may grant leases of Pas Geometriques or annexes. The granting shall take place by private contract or public auction. A clause, which imposes the planting of trees on the lessee, shall be included in every lease contract. Cutting of trees on Pas Geometriques requires permission by the Minister and shall be included in the lease contract.

For each Reserve a Reserve Settlement Commissioner shall be appointed. Restrictions are placed on acquisition of rights during an interim period between publication and an Order constituting a Reserve under section 17. The Settlement Commission shall be considered a Court. The Commissioner may exclude land from a Reserve. Section 13 concerns compensation and section 14 concerns extinction of rights.
