Since their adoption in 2012, the VGGTs have been the key framework guiding significant progress in reforming national land policies, legislative frameworks and regulations. However, the impact of those changes on the ground has remained limited, with tenure insecurity continuing to be widespread. More recently, efforts to promote the implementation of the VGGT have moved beyond the national level: working with multiple actors at regional and local levels and jointly identifying pathways for implementing key VGGT provisions to address land conflicts, regulate land-based investments, and strengthen the rights of legitimate land-owners and users. The Expert Panel will showcase innovative practices from three countries that exemplify how the VGGT have been used to strengthen the tenure rights of resource-poor farmers.
