Annual Report 2011: Groundwork for success

2011 was the first year of operation of the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS). CCAFS brings together the work of all 15 international Centres in the CGIAR, and is a joint programme between the CGIAR and the Earth System Science Partnership (ESSP). 2011 was a start-up year in terms of introducing a new way of working across Centres, but it was also a year of considerable research effort. Work was initiated in the field at many sites, and baseline surveys were completed in three regions on two continents.

Nous avons réalisé une étude sur les aspects juridiques de ce déplacement, en examinant des moyens permettant à l’État d’optimiser son investissement tout en veillant à ce que la compensation des populations déplacées soit juste. Cette étude pèse le pour et le contre des différents modes de gestion des processus juridiques au sein des zones affectées par un barrage.

Study of the legal status of public land in irrigation schemes in Kandadji

37,891 inhabitants were displaced when the Kandadji dam was built in Niger. We carried out a study of the legal aspects of such displacement, examining ways for the State to optimise its investment whilst also seeking justice for displaced populations. This study weighs up the various options for managing legal processes within the affected areas of dams.

Agricultural land acquisition by foreign investors in Pakistan

Dzud is the Mongolian term for a winter weather disaster in which deep snow, severe cold, or other conditions render forage unavailable or inaccessible and lead to high livestock mortality. Dzud is a regular occurrence in Mongolia, and plays an important role in regulating livestock populations. However, dzud, especially when combined with other environmental or socio-economic stresses and changes, can have a significant impact on household well-being as well as local and national economies.

This chapter uses supply chain analysis (SCA) to identify transport and logistics bottlenecks that add costs, times and uncertainty to the exportation of perishable agricultural products from Central America. Macro-level analyses of logistics performance, including the logistics performance index, Doing Business Reports and Enterprise Surveys of the World Bank, as well as the Global Competitiveness Index of the Global Economic Forum, often leave policy-makers unclear on exactly what poor performance means for exporters and producers in Central America.

Incomplete Contracts and Investment : A Study of Land Tenancy in Pakistan

When contracts are incomplete, relationship-specific investments may be underprovided due to the threat of opportunistic expropriation or holdup. The authors find evidence of such underinvestment on tenanted land in rural Pakistan. Using data from households cultivating multiple plots under different tenure arrangements, they show that land-specific investment is lower on leased plots. This result is robust to the possible effects of asymmetric information in the leasing market. Greater tenure security also increases land-specific investment on leased plots.
