Land legislation shall be based on the principles set out in article 3. In accordance with the Constitution of the Kyrgyz Republic, land may be the state, communal, private or other forms of ownership (art. 4). Article 4 also defines state lands and communal ownership. Article 5 concerns rights of foreigners to use land. Transactions with rights to a land plot shall be subject to state registration and shall not require notarization, except for the cases provided by law (art. 9). Article 10 defines the Land Fund of the Kyrgyz Republic.

Areas specified in the First Schedule are declared to be special development areas. The activities specified in the Second Schedule may be carried out in such areas. A person who wishes to become an approved developer may make an application to the Minister under section. No conditions to which the approval is subject are specified. Allowed activities include water-based activities, agricultural-based activities, and fisheries-based activities.

This Act concerns the protection of listed building and the designation and protection of conservation areas. It also concerns compulsory acquisition or acquisition by agreement of land for purposes of the Act.Every planning authority shall: (a) from time to time determine which parts of their district are areas of special architectural or historic interest the character or appearance of which it is desirable to preserve or enhance, and (b) designate such areas as conservation areas. Also the Secretary of State may in certain circumstances designate conservation areas.

La presente Ley se propone, mediante los instrumentos de ordenación territorial, regular las dimensiones físicas de los asentamientos; ordenar la distribución espacial de las instalaciones productivas; fijar los núcleos de población que, por sus características y posibilidades, deban ser impulsores del desarrollo socioeconómico de una zona; y definir las áreas territoriales que, por su idoneidad actual o potencial para la explotación agrícola, forestal o ganadera, o por la riqueza paisajística o ecológica, deban ser objeto de especial protección.

Under this Act, a conservation agreement is written agreement between a landowner and a holder that creates a conservation interest in land, a conservation interest is an interest that imposes one or more restrictions on the use of land for the protection and enhancement of natural ecosystems, wildlife and fisheries habitat and plant or animal species. The Act prescribes the terms of conservation agreements and provides for registration of agreements as well as for the solution of disputes that may arise on the implementation of agreements.
