The present Act provides for the protection of the territory of the Emilia Romagna Region by making rules on land use planning. Cooperation among the Region, the Provinces and the Communes in the field of land use planning and programming is hereby encouraged. Title I lays down general principles applicable to the elaboration of such plans. One of the main objectives is the protection of the environment and natural resources through the reduction or mitigation of impacts that may arise out of plans and projects.

The object of this Act is to ensure that land in Solomon Islands is developed and used in accordance with properly considered policies that are formulated on adequate information. There shall be a Town and Country Planning Board in each Province and in Honiara. The Minister may by notice published in the Gazette declare any area to be a Local Planning Area. The Board of the declared area shall adopt a Local Planning Scheme for the area.

These amendments and contemporary changes to the Native Lands Ordinance and the Magistrates’ Ordinance, are part of institutional strengthening of the lands and survey work particularly for South Tarawa. The amendments are introduced in order to implement the fairer and more certain settling of dealings with land by owners, lessees, neighbours and purchasers. The amendments to this Ordinance have the effect of bringing subdivision of land under the same system as Native Lands Ordinance transactions (i.e. sales and leases).

These amendments and contemporary changes to the Land Planning Ordinance, are part of institutional strengthening of the lands and survey work particularly for South Tarawa. By defining subdivision in the Ordinance (clause 2), and by adding Part VIA- Subdivision, persons who wish to divide a plot of land must satisfy the Court that there is sufficient land for the families on each of the subdivided parts. This brings the law on subdivision in line with the law on sale or lease or sublease.

The Town Planning Act is amended by in section 26 in subsection "(2)" by the addition of the following proviso at the end: "Provided that every owner or occupier of land within the area covered by a scheme shall have a right of objection to an alteration or addition to a scheme, and may, by notice in writing addressed to the local authority give notice of such objection, and of the grounds thereof, at any time within one month after the first public notification of the alteration or addition to the scheme as required by this Section." Section 44 ("Penalties not otherwise provided for, etc."

This Act amends the Town and Regional Planners Act, 1996, in section 3 so as to provide with respect to the appointment of the members of the Namibian Council for Town and Regional Planners, i.e. town and regional planners nominated by associations of town and regional planners and town and regional planners in training recognised as a town and regional planners' institute under section 9 and appointed by the Minister.

This Act establishes the Namibian Council for Town and Regional Planners, defines functions and powers of the Council and provides for the registration of town and regional planners and the supervision over their conduct. The Minister may, on recommendation of the Council prescribe the kinds of work of a town and regional planning nature which shall be reserved for town and regional planners. The Act also defines improper conduct and defines disciplinary powers of the Council.
