This Regulation makes provision to reduce and prevent pollution of the outer environment, which is defined as being all land, water, and air, outdoors, and outside workplaces. The Regulation shall not cover those activities and enterprises which are already subject to the laws referred to in article 1. Chapter 3 deals with inspection and control. The Local Environmental Health Commission shall oversee the implementation of this Regulation (art. 3.1). The supervision shall encompass air, land and water, as well as all equipment and all circumstances which might cause pollution. Chapter 4 regards the protection of water pollution. The rules hereby established apply to: new and improved water discharge systems (art. 4.2); pollution in rivers and lakes (art. 4.3); pollution in groundwater (art. 4.4); pollution in strand areas (art. 4.5). Annexes 1 and 2 set out the standards for maximum pollution in rivers and lakes and the standards for maximum bacterial pollution at beaches and inlets stemming from sewage outlets respectively. Chapter 5 lays down provisions intended to combat atmospheric pollution. Standards for maximum atmospheric pollution are fixed in Annex 3. Chapter 6 deals with pollution caused by waste. It is prohibited to leave, transport or keep waste in such a manner that it can cause harm or spoil the environment. The municipal authorities shall provide and be responsible for the operation of a disposal centre for waste. Domestic and industrial waste which cannot be recycled or used in another manner shall be transported to the disposal centre (art. 6.2). Annex 4 contains the list of dangerous chemical waste. Chapter 7 aims at the protection against noise pollution, which shall be below the standards specified in Annex 5. Lastly, Chapter 8 makes rules governing the issuance of operating permits for businesses which might cause pollution (see also Annexes 7, 8 and 9).
