These Rules and Regulations establish procedural guidelines and standards regarding the development of private and public land in flood hazard areas, pursuant to specified legislation and the National Flood Insurance and Guam Coastal Management Programs. They apply to those land areas delineated as Flood Hazard Areas of Particular Concern by the Territorial Planning Commission.The Rules and Regulations impose certain requirements regarding development plans and require all development within flood hazard areas to comply with all water quality, erosion and sedimentation control standards and other applicable pollution standards as promulgated by the Guam Environmental Protection Agency and, if applicable, Wetland Rules and Regulations as promulgated by the Territorial Planning Commission.
