This paper reviews the literature to identify the relationship between tenure security and food security. The literatures on tenure issues and food security issues are not well connected and the scientific evidence on the causal links between tenure security and food security is very limited.

The Deputy Minister of Public Works, Mr Jeremy Cronin, briefed the Committee on the preliminary responses of the Department of Public Works (DPW) to the inputs received during the public hearings on the Expropriation Bill [B4- 2015]. However, the Department had been expecting that the Committee would finalise its report on those hearings and thus did not yet have a full written response.

The Committee was briefed by the Department of Rural Development and Land Reform (DRDLR) on its Annual Performance Plan for 2015/16, with the Minister and Deputy Minister in attendance. Due to the complexity of the agrarian transformation space, the DRDLR had developed a rural economy transformation model which would be implemented through the Agrarian Transformation System.

Ensuring gender equality with respect to land rights is hailed as a key element of the recent land reforms, but actual results are limited. Achieving gender equality requires a comprehensive focus on land, family and other laws, including customary, and on their implementation on the ground.
