Agricultural risks and farm land consolidation process in transition countries: The case of cotton production in Uzbekistan

Cotton production substantially contributes to the GDP of Uzbekistan. It is produced under a state procurement policy, according to which farmers have to allocate half of their land for cotton, fulfill cotton output levels and sell the entire harvest of cotton to the state.

Fit-for-purpose inspired approaches to land tenure recordation are being developed and implemented mainly in the form of pilot projects in various countries and application contexts. These approaches combine mobile digital technologies and flexible database structures with community based approaches for capturing and managing tenure rights. We discuss 10 such initiatives.

Land consolidation is an implement, which allows the rearrangement of spatial structure in rural areas leading to their socioeconomic development. However, the process is costly and time consuming. The needs for land consolidation always exceed the actual possibility of its implementation, therefore it is essential to develop tools, which identify areas of high priority for such investments.

In Poland land consolidation is carried out mainly in the southern part of the country. In three voivodships, namely Lubelskie Voivodship, Podkarpackie Voivodship and Małopolskie Voivodship, in the years 2003-2014 there were numerous land consolidations, over 20,000 ha in each voivodship.

Consolidation and post-consolidation development-related investments are an opportunity to improve living and working conditions of rural residents. Land consolidation is practically the only comprehensive tool to improve the shape of the transport network in the areas covered by this process.
