Under sections 11, 32 and 38 of the Countryside and Rights of Way Act 2000, the National Assembly for Wales has the power to make regulations to provide the procedures to be followed in determining appeals brought under Part I of the Act.

Section 16 of the Countryside and Rights of Way Act 2000 enables a person who holds an interest in land (being a freehold interest or a leasehold interest of which not less than 90 years remain unexpired) to dedicate that land as "access land" for the purposes of Part I of the Act.

Under Chapter II of Part I of the Countryside and Rights of Way Act 2000, the right of access conferred by section 2(1) of the Act to any land may be excluded or restricted. Under sections 23 and 32 of the Act, the National Assembly for Wales has the power to make regulations to provide for the steps to be taken to bring those exclusions or restrictions into operation.

Part I of the Countryside and Rights of Way Act 2000 makes provision for access to the countryside. Section 35 of the Act relates to agreements between access authorities and owners and occupiers of land with respect to the means of access to land over which there is a public right of access under section 2 of the Act ("access land").

Under section 11 of the Countryside and Rights of Way Act 2000, the National Assembly for Wales may by regulations provide the procedures to be followed in the preparation of maps which will show land over which the public will have a right of access, comprising registered common land and open country to which the public right of access under section 2 of the Act will relate.

They include provisions to meet the requirements of Commission Regulation (EC) No.746/96 laying down detailed rules for the application of the Council Regulation.
