This Regional Law establishes cases of allotment free of charge in ownership of the plots of land pertaining to state or municipal property. Public or municipal land plots shall be allotted for housing construction on lease for initial period of ten year with subsequent acquisition thereof in ownership free of charge to the following categories of citizens: (a) young families with spouses under 35 years of age; (b) large families with three or more dependent children; and (c) staff of educational, cultural, public health, social and agricultural institutions and organizations residing in rural areas for five or more years.

Founded in the 12th century, the Principality of Muscovy was able to emerge from over 200 years of Mongol domination (13th-15th centuries) and to gradually conquer and absorb surrounding principalities. In the early 17th century, a new ROMANOV Dynasty continued this policy of expansion across Siberia to the Pacific. Under PETER I (ruled 1682-1725), hegemony was extended to the Baltic Sea and the country was renamed the Russian Empire. During the 19th century, more territorial acquisitions were made in Europe and Asia.
