This Regional Law establishes cases of allotment free of charge in ownership of the plots of land pertaining to state or municipal property. Public or municipal land plots shall be allotted for housing construction on lease for initial period of ten year with subsequent acquisition thereof in ownership free of charge to the following categories of citizens: (a) young families with spouses under 35 years of age; (b) large families with three or more dependent children; and (c) staff of educational, cultural, public health, social and agricultural institutions and organizations residing in rural areas for five or more years.
