The Lands, Housing and Urban Development Sector Strategic Plan is a national sectoral plan of Uganda for the period 2013/14 - 2017/18. Its main objective is to ensure sustainable land management, orderly development and adequate housing for socio-economic development.The Plan aims to make land use more productive and sustainable. To this end, it is planning to ensure proper land use practices comply with sound environmental and natural resources management; transform communal landownership under customary tenure for increased land productivity and better environmental management; formulate and implement solid waste management policy; and integrate environment and heritage concerns in urban and rural development.Further, for reducing rural poverty, the document targets to ensure equitable access to land for orderly development of urban and rural settlements; improve equity in access to land, livelihood opportunities and tenure security of vulnerable groups; strengthen land dispute mechanisms, institutions and structures; strengthen the land rights for the poor and vulnerable groups; streamline and integrate community land administration and rights systems into the formal legal system; increase provision of public information on land rights; promote rural housing development schemes; and develop inclusive policy and legal framework for urban and rural development.To enable more inclusive and efficient agricultural and food systems, the Plan seeks to create inclusive policy frameworks for land administration and land management; ensure efficient management, utilization, and protection of land and land-based resources for transforming Uganda’s economy; identify, assess, inventory and register government land; clarify procedures for land acquisition by government; increase availability, accessibility and affordability of land information for planning and development; ensure transparent land rights administration, accountable and easily accessible institutions and strengthen systems and capacity for delivery of land services; accelerate the registration of land rights and to roll out the systematic adjudication, demarcation, survey and certificate/registration of land programme to cover the entire country; reduce land insecurity, conflicting claims to land and disputes caused by overlapping land rights with the view to removing barriers to land utilization and mobility; ensure that all Government land and property thereon, secured, effectively managed and historical land holding injustices resolved; and promote establishment of land banking and land consolidation schemes in urban areas.Finally, the document also strives to increase the resilience of livelihoods to disasters aiming to construct demonstration houses for low cost and disaster resistant model houses; provide technical support to disaster prone areas; undertake demonstration housing in disaster prone areas by training trainers in disaster resistant building technologies; develop guidelines for construction in disaster prone areas; sensitize communities on disaster management; develop resettlement action plans; develop a well-planned and managed construction of public and private housing estates by providing technical support to earthquake and other disaster prone areas and sensitizing communities on disaster management; and develop and implement urban disaster management plans.The Plan notes that each of the identified activities has associated specific objectively verifiable indicators which shall be tracked according to the specified times of implementation. The ensuing interventions shall then be administratively communicated to the Permanent Secretary of Ministry of Lands, Housing and Urban Development for the necessary corrective action on a monthly basis in accordance to the logical frame of the Plan. Regular reports using the various sources of data will be used to assess progress against agreed indicators and targets and these will include quarterly reports, annual sub sector performance reports, and mid-term review and end-term evaluation.
