    The NGO Namati, along with partner IDLO, has just issued a new report entitled “Protecting Community Lands and Resources.” Over the past decade there has been a strong shift in land tenure work away from projects that provide for individualized titling of lands and towards the recognition of customary tenure systems and the formalization of rights held by communities. Countries adopt various approaches to formalization but often pass laws that are, on their face, designed to help protect communities against illegal or coercive dispossession and loss of rights by documenting rights.

    In a groundbreaking symposium on women's access to land in Africa, with mostly researchers and institutional officials as attendees, the Huairou Commission delegation provided a unique community-based perspective. The Huairou Commission delegation of 12 grassroots women leaders from Ghana, Uganda, Tanzania, Kenya, and South Africa participated in two important panels, "Promoting Security of Tenure and Land Rights for Women in Urban Areas" and "Grassroots Women's Practices on Land Access and Control".

    This article estimates the poverty reducing impact of the recent land reforms and land transfers in the different land tenure systems of Uganda. Using balanced panel data for 309 households in 2001, 2003, and 2005, models that control for unobserved household heterogeneity and endogeneity of land acquisition and disposition are employed to measure the poverty-reduction effect of land on household expenditure per adult equivalent. Significant poverty reduction effects of increased land access in form of owned, operated and market-accessed land were found.

    While there is a large, though inconclusive, literature on the impact of land titles in Africa, little attention has been devoted to the study of land conflict, despite evidence on increasing incidence of such conflicts. The authors use data from Uganda to explore who is affected by land conflicts, whether recent legal changes have helped to reduce their incidence, and to assess their impact on productivity.

While an aggregate level examination of OFE cases can support this logic, there is disagreement as to the operative aspects of specific linkages and assumptions.
