Knowledge management and learning are at the heart of the LAND-at-scale program. RVO, LANDac and the International Land Coalition (ILC) will collaborate to implement the knowledge management (KM) component of the program.

Through LAND-at-scale's country-projects, the aim is to achieve just, inclusive and sustainable land governance at scale and in a sustainable way. With an integrated KM-strategy, LAND-at-scale aims to achieve maximum impact of each project, as well as contribute to gaining a deeper understanding of the conditions required to create structural change.

Somalia has over 2.9 million Internally Displaced People (IDPs) following decades of civil war and violent conflict. In addition, a significant increase of droughts and floods due to climate change have forced people away from their rural homes. Most IDPs have relocated in Somalia’s cities which has resulted in rapid urbanization, unplanned city development, and a speculation in land markets. This situation has spurred continuous displacements and forced evictions of IDPs, preventing them from building a sustainable livelihood.

LAND-at-scale is a land governance support programme for developing countries. The livelihood of a large part of the world’s population depends directly on having secure access to land. LAND-at-scale aims to contribute to fair and just tenure security and access to land and natural resources for all. This will lead to more sustainable and efficient use of land and natural resources for food, housing and production. It will also reduce conflicts and competing claims over land. Improved land governance will help realize many of the sustainable development goals (SDGs).

The FC project includes water supply and sanitation measures in Hargeisa and sustainable land management in the Hargeisa water supply catchment area. The project marks the first entry into a structural, donor-harmonised approach for a sustainable and socially acceptable WSV and sustainable land management. "Somaliland" declared itself independent in 1991, but has not been internationally recognized to this day. Political instability prevented urgently needed investments for years.

The programme addresses Somalia’s internal displacement challenges in an innovative manner, seeking durable solutions that are affordable and sustainable through addressing specific inter-related systemic blockages, challenges, and opportunities. The project seeks to strengthen capacities (technical and institutional) of local authorities in Baidoa, Bossaso and Beletweyne to address urban displacement through capacity building and support in the development of relevant land-related policies to improve tenure security for displacement affected communities and reduce the risk of forced eviction.

New/additional funds to address COVID-19 Somalia is one of the fastest urbanizing countries in the world. The rapid urbanization is caused by significant forced displacements from rural areas into urban areas driven by conflicts, insecurity, search for economic opportunities and cyclical environmental adversities such as drought and famine. This has a huge impact not only upon livelihood opportunities, peace and stability and resilience, but also shifting rural and pastoralist livelihood to urban economies.

MSB's Somalia program during the period October 2014-September 2015 contains three parts: 1) Secondment of an Aid Coordinator to Somalia's Ministry of Finance; 2) Secondment of three experts to the UN Mine Action Service (UNMAS); and 3) Secondment of a Humanitarian Aid Coordinator to the Informal Humanitarian Donor Group. The effort has been requested by the embassy and MSB has developed the program based on a job description (ToR). Initially, another component concerning temporary offices for the Ministry of Health was included.

Current wars are concentrated disproportionately in dryland regions yet little is known about their impacts and long-term socio-environmental consequences. The aim of this project is to understand the impacts of war on dryland environments and establish the foundations on which to build socio-ecological resilience to environmental degradation during- and post-conflict. We focus this proposal on Somalia, one of the poorest and least developed countries in the world.
